Recently, the Feasibility Study Report on the Shandong Huadian Shiliquan 100MW/500MWh Liquefied Air Energy Storage Project, prepared by the East China Institute of China Energy Engineering Group, successfully passed the review organized by the Electric Power Planning and Engineering Institute. This marks a phased achievement in the preliminary work of the project, laying a solid foundation for subsequent investment decisions and engineering construction.

This project aims to build the world's largest 100MW/500MWh liquefied air energy storage power station with single unit capacity. It serves as a landmark demonstration project for the coupling of liquefied air energy storage and coal-fired power. The project has been selected for the "Shandong Provincial Energy Bureau's 2025 New Energy Storage Inventory Project" list. The planned site is located at the decommissioned unit demolition site of Huadian Shiliquan Power Plant. Upon completion, the project will significantly enhance the flexible regulation capability of the power system and effectively promote the consumption of new energy in Zaozhuang and surrounding areas. Additionally, this project will revitalize idle land resources of the power plant and existing grid access conditions, driving enterprises to transition from traditional single power generation to a green and low-carbon transformation and upgrading of "power generation + energy storage". It will provide a replicable and scalable technical path and practical experience for the resource utilization of decommissioned thermal power unit sites, as well as the coupled operation of liquefied air energy storage and coal-fired power.

At the review meeting, East China Electric Power Design Institute (ECEPDI) provided a detailed report on the necessity, construction conditions, engineering scheme, investment estimation, and economic evaluation of the project. After careful review, thorough discussion, and centralized evaluation, the expert panel unanimously agreed that the report was comprehensive, the information was detailed, and the research work was solid. It met the depth requirements for the preparation of a feasibility study report. The research report also received high recognition from the Electric Power Planning and Engineering Institute, and it was agreed to pass the review.

During the progress of the project feasibility study, East China Electric Power Design Institute attached great importance to it, assembled a capable technical team, relied on the compressed air energy storage special team and early technical achievements, conducted special research and full demonstration on the core issues of the project, innovatively proposed a liquefied air energy storage and coal-electricity deep coupling system scheme based on energy cascade utilization and load collaborative optimization, with the post-coupling electricity-to-electricity conversion efficiency exceeding 75%; independently developed customized software for charging and discharging strategies of energy storage power stations that adapts to the electricity spot market, and established a quantitative evaluation system for the comprehensive benefits of thermal-storage coupling; formed a technical scheme with unique advantages of liquefied air energy storage-coal-electricity coupling that is suitable for the Shandong electricity market and the operating conditions of Shiliquan Power Plant, which has been unanimously recognized by the Electric Power Planning and Design Institute and the project owner.
